Can You Start New Construction During the COVID Pandemic?

Since March, Los Angeles residents have worked hard to comply with coronavirus safety measures and social distancing guidelines. To slow the spread of the virus, we’ve made some significant changes. Major events like Coachella were cancelled, schools moved to remote learning, and many people are working from home. Amid all this upheaval, you might find yourself wondering what this means for your planned construction project.

To help you prepare for the future, we’re reviewing everything we know about Los Angeles construction projects during the COVID pandemic.

Can you start a new construction project in Los Angeles right now?

Yes! Although construction has stopped in some major cities (such as New York), it is currently permitted in Los Angeles – provided that workers follow strict social distancing guidelines. Mayor Eric Garcetti has warned that he’s willing to shut down construction sites that are not taking new safety precautions—which include maintaining at least six-feet from others—seriously. By strictly enforcing safety guidelines, the city seeks to protect workers from virus exposure while still allowing them to earn income.

What are the city guidelines for construction?

Current guidelines call on employers to “provide personal protective equipment, such as gloves and face masks, to install hand-washing stations throughout work areas, and to clean and disinfect frequently touched surfaces, including shared tools and handrails.” In addition to these guidelines, many companies have implemented extra precautions like staggered worker start times and uni-directional stairwells.

How has coronavirus changed the housing market?

Contrary to expectations, the Los Angeles housing market is thriving. In fact, on average, homes are selling faster than they did at this time last year. These speedy sales have been attributed to a variety of factors, including changes in the mentality of both buyers and sellers.

As a buyer, you will see fewer homes come to the market. At the same time, other less-motivated buyers are sitting to the sidelines. Before the pandemic, it was common for offers to get rejected when the sellers received multiple bids. Today, most sellers are only getting one or two offers per property, as opposed to the ten or twenty, they may have gotten pre-pandemic. But with fewer offers on the table, what does that mean for sellers?

Despite the reduced volume of offers, sellers have seen a dramatic increase in offer quality. The people putting in offers right now are almost exclusively serious buyers. This means you’re much more likely to successfully close escrow once all parties have agreed upon the terms.

What real estate practices have changed due to coronavirus?

Before the pandemic, open houses reigned supreme. Today, prospective buyers are taking virtual tours and browsing sophisticated 3D renderings. These technological advances are perfect for the early stages of the sales process. Most real estate agents now advise against physical property showings unless the prospective buyer can show proof of funds. By reserving showings for serious prospects and enforcing social distancing during these showings, the industry has been able to minimize the risk of exposure to all parties.
